I was wondering if it is possbile to configure qmail to not deliver
mail to BCC recipients? I'm pretty sure BCC is controlled by the MUA
but I was wondering if there is anything I can do on the server side
to stop BCC deliveries.

On incoming or outgoing mail? Outgoing would require major surgery. If you just want to stop receiving messages where you were a bcc recipient (and not a To: or cc: recipient), .qmail to the rescue with mess822:

You may want to fiddle with this to account for resent-{to,cc}:.
