Is there a way to let postfix run, so that remote smtp agents can
connect to it, but cause the messages to be written to the queue and
NOT sent on?

Basically, I want to look at a message file in the queue, and the
server in question gets so few messages, that there is never time to
grab a file before it is processed.

Or, is there some other mechanism that could be used to grab a message
file in the queue?

You can put all messages on hold with:

# main.cf
smtpd_client_restrictions =
static:hold

Then you can examine mail. Release mail from hold with:
postsuper -H QUEUEID

man 1 postsuper
